USPS Billing and Mail Operations Specialist – Part-Time

 Status: Part-time; contingent upon contract award, customer approval, and successful completion of applicable suitability requirements.

 Location: Thurgood Marshall Federal Judiciary Building, N.E., Washington, DC 20544-0001

 Schedule: Approximately 20 hours per week, on-site, with remote collaboration as approved by the Government.

Position Summary: AGG is seeking a part-time USPS Billing and Mail Operations Specialist to serve as a subject matter resource supporting federal printing, mail, and distribution operations for the Administrative Office of the U.S. Courts. The selected candidate will provide practical SME guidance on USPS billing procedures, postage policies, mail management practices, printing and postage meter operations, and applicable regulatory requirements.

The role also supports AOUSC staff training, PPDB knowledge transfer, operational continuity, documentation development, and routine printing, publishing, mailroom, and distribution activities in an advisory and hands-on support capacity.

 

Key Responsibilities

USPS Billing and Regulatory Advisory Support

  • Advise on judiciary policies governing mail management and USPS compliance.
  • Support AO staff in understanding the mission, objectives, and policy requirements of USPS regulations and billing policies.
  • Provide technical advice on printing and postage meters, USPS policies, and AO Guide requirements.
  • Support AO staff in preparing for transitions such as USPS eDOCS or other modernization initiatives.
  • Advise on coordination with AO mailroom contract staff to ensure adherence to USPS postage policies.
  • Support AO staff in preparing documentation or requirements for USPS electronic documentation transitions.
  • Review and advise on guidelines needed by mailroom managers to evaluate mailroom staff, assign tasks, and ensure adherence to PPDB procedures and performance standards.

Training Support

  • Provide training to designated AOUSC staff on the operational procedures, workflows, and systems utilized by the PPDB.
  • Provide hands-on instruction, process walkthroughs, and relevant documentation to support staff proficiency and continuity of operations.
  • Develop and deliver training materials or briefings for AO staff regarding all training and instruction provided.

Knowledge Transfer Support

  • Conduct knowledge transfer activities by facilitating job shadowing sessions and engaging in collaborative task execution with designated Government personnel.
  • Structure knowledge transfer activities to support effective skill development, process familiarization, and continuity of operations.
  • Assist in drafting communication materials that explain AO’s mail distribution, printing and publishing mission, objectives, and compliance expectations.
  • Participate in meetings to plan methods, formats, and schedules for producing forms, directives, training materials, promotional materials, and other publications.
  • Draft and recommend internal guidance documents, including SOPs, checklists, routing procedures, publishing guidelines, and related materials.

Operational Support

  • Assist AO staff in preparing materials or responses for communication with GPO, USPS, or other federal entities, strictly in an advisory capacity.
  • Provide hands-on participation in operations to ensure continuity of service, workload sharing, and familiarity with established procedures and equipment.
  • Advise and coordinate with other departments, branches, and courts on activities related to the full range of PPDB support and products.

Quality Assurance

  • Provide a quality assurance and control plan with projected surveillance measures to help ensure performance standards are met at the stated acceptable quality level.

 Required Qualifications

  • Minimum of five years of experience in print shop, mailroom, distribution, or closely related operational support, including both print shop and mailroom supervision.
  • Demonstrated knowledge of USPS billing procedures, postage policies, mail management practices, mailroom operations, and Title 44/GPO regulations.
  • Experience developing or supporting operational procedures, training materials, SOPs, checklists, quality assurance plans, or process documentation.
  • Ability to explain technical procedures clearly to Government staff, vendors, and operational teams.
  • Strong written and verbal communication skills, including the ability to prepare concise reports and advisory materials.
  • Strong organizational skills, attention to detail, and ability to support routine operational tasks in a professional federal environment.
  • Ability to work independently while coordinating effectively with Government personnel in a non-personal services environment.
  • Ability to satisfy background investigation and employment suitability requirements applicable to the Administrative Office of the U.S. Courts.

 Preferred Qualifications

  • Minimum qualifications for Printing Services Series 1654 positions above GS-5, as outlined by the Office of Personnel Management.
  • Prior experience supporting a federal agency, judiciary organization, or Government mail, printing, or distribution operation.
  • Familiarity with AOUSC, PPDB, GPO, USPS, AO Guide requirements, or federal publishing and distribution workflows.
  • Knowledge of Joint Committee on Printing requirements, Government Publishing Office guidance, or federal printing and publishing standards.
  • Experience with USPS electronic documentation, postage accounting, mailroom modernization, USPS eDOCS, or related transition initiatives.
  • Experience providing knowledge transfer, job shadowing, or hands-on operational training.

 

Deliverables and Performance Expectations

  • Training lesson plans, materials, and briefings with clear objectives, agendas, and methods for validating training effectiveness.
  • Draft internal guidance documents, SOPs, checklists, or process crosswalks supporting PPDB operations.
  • Weekly activity reports submitted to the designated Government representative.
  • Quality-focused support that promotes regulatory compliance, accurate execution, continuity of operations, and reduced need for rework.
